DHS action on pipeline security stirs broader questions over collaboration versus regulation

The “more muscular” approach to pipeline security pursued by DHS in the aftermath of the Colonial Pipeline cyber attack has elicited pledges of cooperation from key industry groups, but it’s also raising questions about the broader state of collaboration-versus-regulation in critical infrastructure sectors.

“I think this mandatory reporting-and-requirements approach is likely a harbinger of things to come in other sectors,” said one industry attorney with experience as a federal regulator, expressing a view echoed by stakeholders across the cyber ecosystem....
