Carper offers six-point plan for cybersecurity legislation, pledges action this year

Sen. Tom Carper (D-DE) on Wednesday detailed six "not-so-easy pieces" he believes should be included in cybersecurity legislation, pledging on the 12th anniversary of 9/11 to push for passage of a comprehensive cyber bill or even a series of smaller bills.
