Tech think tank advocates for developing quantum-enabled cyber offensive capabilities to understand threats

The tech-focused Special Competitive Studies Project in a memo to President Trump calls for developing offensive cyber capabilities using quantum computers to gain an understanding of the ways threat actors may use quantum technologies.
