Pentagon drafts legislation for flexible funding of cyber capabilities

The Pentagon is asking Congress to pass legislation allowing Defense Department organizations to use operations and maintenance funding to develop cyber offensive and defensive measures, or "peculiar" capabilities, in response to immediate threats or incidents.

The legislative proposal, obtained by Inside Defense and sent to Congress March 6, would allow the military services to use O&M funding for the "rapid creation, testing, fielding, and operation of cyber capabilities that would be developed and used within the one-year appropriation period."
