Microsoft proposes ‘safe harbor’ for best practices adoption as part of Commerce Dept. supply chain rule

Microsoft is making a pitch on how to limit the scope of a controversial Commerce Department supply chain rule in a manner beneficial to both industry and government, by creating an “incentive structure” to encourage adoption of “existing risk-mitigating technologies.”

“As part of the incentive structure to encourage adoption of technologies that will help to secure the ICTS supply chain, Commerce should consider creating a ‘safe harbor’ that would exclude certain ICTS transactions from review under the IFR,” Microsoft said...
