Former head of legal cyber task force details 'hammers' for policy decisions

The recently departed chairman of the American Bar Association's cybersecurity task force said there are a number of “hammers” for driving policy decisions on securing data and networks, including federal regulatory and tax policies.

Harvey Rishikof, former co-chairman of the ABA's Cybersecurity Legal Task Force, cited five “hammers” on cyber policy: regulatory and statutory requirements; international treaties and agreements; tax code incentives for cyber investments; insurance premiums; and litigation for setting corporate and consumer responsibilities.
