Fixing cyber law shortcomings on info-sharing are likely left to DHS, private sector

The Cybersecurity Act of 2015 may not be living up to expectations for increased sharing of the type of information that industry says could boost efforts for mitigating cyber threats, but any needed reforms are likely to happen administratively and within the private sector, with congressional oversight.
