FDD proposes incorporating cybersecurity requirements into FCC submarine cable rulemaking

The Federal Communications Commission should use the opportunity to update its rules on submarine cables to incorporate cybersecurity requirements to help with addressing Chinese threats, according to the Foundation for Defense of Democracies.

The FCC approved on Nov. 21 a notice of proposed rulemaking to conduct a “comprehensive review” of its licensing rules for submarine cables which would update the application requirements for national security including considerations on regulatory compliance certifications, third-party access and interagency coordination efforts.
