FCC approves proposed rulemaking to launch review of submarine cable licensing in context of national security

The Federal Communications Commission has unanimously approved a notice of proposed rulemaking to conduct a “comprehensive review” of its licensing rules for submarine cables that will reflect changes in the national security and technology landscape over the past 20 years.

The NPRM adopted on Nov. 21 “seeks comment on how best to improve and streamline the submarine cable rules to facilitate efficient deployment of submarine cables while ensuring the security, resilience, and protection of this critical infrastructure,” according to...
