Commerce Dept. extends comment period for ICTS proposed rule addressing software

The Commerce Department is providing a two-week extension for stakeholders to comment on a proposed rule revising a controversial policy for reviewing foreign transactions made by companies in the IT and telecom sectors.

The department issued a notice of proposed rulemaking in November to amend its foreign transaction rule impacting the information and communications technology and services sector, to include the Biden administration’s initiative for “connected software applications.”
