Amid North Korea threat, commission official calls for clarity on cyber attack responses

Policymakers should designate cyber and electromagnetic pulse attacks targeting the U.S. electric grid as attacks by weapons of mass destruction, which would justify an array of pre-emptive and retaliatory responses crafted to stymie growing aggression from North Korea, according to an official with a congressional advisory panel.
