Senate action stalls on energy bill with cyber provisions, amendments

The Senate today blocked on a 43-54 vote a motion to wrap up debate on the Energy Policy Modernization Act containing multiple cybersecurity provisions, as Democrats and Republicans quarreled over an amendment addressing the Flint water crisis.

Before the energy measure stalled in the procedural dispute, a controversial electric grid cyber assessment proposal by Sen. Susan Collins (R-ME) was folded into a manager's amendment by the bill's sponsors, according to sources, but its fate is unclear following the failed...
