Microsoft white paper articulates international cyber norms

Microsoft on Thursday released a new white paper on cybersecurity norms for nation-states and global information and communications technology companies, offering a “three-part organizing framework” for ongoing conversations about cyber norms covering offensive, defensive and industry behaviors.
