DHS’s Manfra and former FCC head Wheeler debate role of regulations in cybersecurity

The Department of Homeland Security’s Jeanette Manfra and former Federal Communications Commission Chairman Tom Wheeler debated the role that regulations should play in encouraging private industry to adopt cybersecurity measures.
