Commerce Dept. delays licensing process implementation for rule on foreign ICT transactions

The Commerce Department is seeking input from industry on how to implement a licensing process that will allow companies to get preapproval on foreign transactions in the information and communications technology and services sector, delaying a component of a controversial supply chain rulemaking scheduled to go into effect in May.
