U.S. security officials say cyber threats should be handled similar to past aggressions

Aggressions in cyberspace should be seen as rooted in the same international tensions that have long guided statecraft, said former and current U.S. security officials on Tuesday, while laying out the challenges for assigning responsibilities and developing responses to emerging cybersecurity threats, including the legal drivers for securing networks and data.
