U.S.-China commission report rips Commerce Dept. over implementation of controls on tech exports

A report by the U.S.-China Economic and Security Review Commission takes the Commerce Department to task for what it claims is insufficient implementation of the 2018 Export Control Reform Act, particularly as it relates to issuing controls on emerging and foundational technologies.

Provisions under the law, known as ECRA, on emerging and foundational technologies have been a sticking point between Commerce and Congress. Several lawmakers claim Commerce has improperly implemented ECRA by not releasing lists of emerging and foundational technologies....
