So far, stakeholders offer lukewarm response for State Dept. deterrence report

The summary of the State Department's report on deterrence released last week has gotten a low-key response from cyber policy stakeholders -- due in part, sources say, to the abbreviated nature of the public document as well as to the circumstances of its release, coming in a flurry of cyber reports pushed out by the Trump administration.
