Presidential council's warnings of power outage offer opportunity for new DHS risk center

The President's National Infrastructure Advisory Council has approved recommendations for responding to and recovering from a massive electric power outage caused by a cyber or physical incident -- or both -- which include a call for the Department of Homeland Security's new risk management center to share widely its work on identifying national critical functions.
