McCain doctrine requires ‘declaratory’ policy on deterrence, offensive cyber actions

Provisions within the Senate’s proposed defense authorization measure for fiscal 2018 require the Defense Department to develop a declaratory cyber deterrence policy addressing U.S. responses to attacks from foreign adversaries and use of offensive cyber capabilities, while also offering the Defense Secretary greater flexibility in delegating roles to U.S. Cyber Command.
