Industry sources warn against heavy-handed deterrence policies as EU defines cyber ‘act of war’

Industry officials are stressing the need to maintain flexibility -- while shoring up defenses and deterrence against international malicious cyber actors -- as the European Union moves toward defining in policy a cyber “act of war” and appropriate countermeasures.
