Hack indictment targeting North Korean programmer seen as productive deterrence move

A North Korean programmer and a commercial entity are targeted in indictments announced today for their roles in the WannaCry, Sony Pictures and other hacks -- a seemingly limited response to incidents that in some cases were likened to acts of war, but that policymakers say should have a real deterrence value.
