Former OMB, DHS officials urge Senate panel to consider ways to modernize tech throughout contract lifecycle

Federal procurement policies can be adapted to enable agencies to keep up with technology modernization and take more risks when it comes to innovation, former OMB and DHS officials said at a Senate Homeland Security hearing on Thursday.
