DHS tumult a presage to budget hearings, while lawmakers' cyber agendas slowly take shape

The stunning departure of senior leaders at the Department of Homeland Security this week scuttled the expected kickoff of the annual DHS budget review process, with the Senate appropriations panel scrapping its planned hearing today and lawmakers scattering for a two-week recess.
