President Trump's pick to be the next Homeland Security secretary, Kirstjen Nielsen, is touting a cross-sector approach to securing critical infrastructure from cyber attacks -- while citing the Federal Energy Emergency Management Agency's natural-disaster playbook of soliciting support across federal agencies as a model for responding to massive cybersecurity incidents.
