Despite Equifax, data-breach legislation is off Congress' radar

When Sen. Tom Carper (D-DE) listed his six “not-so-easy pieces” of cyber policy needs back in 2013, it appeared that data breach-notification might be the slam-dunk piece for Congress to address.

States were setting such requirements, industry and consumer groups agreed on the desirability of a national standard, and the idea had bipartisan support on Capitol Hill.
