Democrats win House, will set cyber course; Senate losses presage shakeup on homeland security panel

Democrats have won control of the House, but their efforts to take the Senate fell short and losses in that chamber by Democratic incumbents will force a shakeup for minority leadership on the Homeland Security and Governmental Affairs Committee, which has recently cleared major bipartisan cybersecurity legislation.

The re-election losses of Sens. Claire McCaskill (D-MO) and Heidi Heitkamp (D-ND) will force a shuffling among Democrats for stewardship of the committee on the minority side.
