Cyber-rich defense spending bill advances; state cyber law may be a model

Senate appropriators have advanced a defense spending bill that addresses a range of cyber policy issues – Congress' biggest swing on cyber since returning from recess – while a look at scenarios farther down the road suggests a new state law in New York offers clues as to how Democrats might approach cybersecurity legislation in the future.
