Cyber leader Simpson: Lack of presidential leadership, unified strategy led to fragmentary prescriptive regs

The Trump administration’s inconsistent approach to cyber policy created a vacuum leading to often-duplicative and costly regulatory action at agencies, while the incoming Biden administration is likely to institute a whole-of-government approach rooted in risk management, according to former FCC homeland security chief David Simpson.
