China-focused ‘innovation act’ on Senate floor contains Homeland Security panel’s proposed cyber response fund

The U.S. Innovation and Competition Act now on the Senate floor includes the new cybersecurity recovery fund and risk management requirements passed this month by the Homeland Security and Governmental Affairs panel, but it’s unclear whether senators will meet Majority Leader Charles Schumer’s (D-NY) goal of clearing the sweeping package before adjourning for Memorial Day recess.

Schumer on Monday said numerous amendments will be considered and that this “truly bipartisan” effort represents “regular order in action.”
