Bipartisanship breaks out on data security rights at Senate privacy hearing, amid enduring split on enforcement

After months of negotiations, Senate Republicans and Democrats have identified large areas of common ground for the substance of national privacy legislation – including on detailed data security requirements – but the extent to which states and individuals should be empowered to enforce the law remains a huge chasm between the camps.
