Aspen report: U.S. needs 'grand strategy' to counter threats from China

The United States needs to develop a “grand strategy” for countering threats from China which should include cyber offensive measures, according to a new report from the Aspen Institute.

“The United States should respond to Chinese cyberattacks with offensive cyber operations and stiff economic sanctions,” says the report issued Friday in offering policy “prescriptions” for a U.S. strategy.
