NATO lawyer says Tallinn Manual will guide cyber defenses

Steve Hill, a legal adviser and director of NATO's Office of Legal Affairs, said the new Tallinn Manual 2.0 will guide allied actions in defending against cyber attacks, based on remarks at the European launch of the manual in the Hague.
