NAS report says paper ballots should be used in elections, Congress should appropriate security funds

All federal, state, and local elections should be conducted through the use of paper ballots by the time of the 2020 presidential election, a National Academies of Sciences report released Thursday found, as all types of existing voting technology are susceptible to hacking.
