Draft cyber-incident plan will offer no additional clarity on what triggers national response

The Obama administration is poised to issue a draft cyber-incident response plan that will reserve for the government the right to decide when to trigger a coordinated national response to a cyber attack, a move that some industry sources say falls short of the collaborative approach backed by owners and operators of privately owned critical infrastructure.
