Dow CIO: Internet is a 'global utility,' requires enforceable security standards

A senior cybersecurity executive with Dow Chemical is pitching the case for a global treaty on cybersecurity that leads to enforceable standards, while others, including tech sector representatives, say voluntary approaches mirroring the National Institute of Standards and Technology's framework of cyber standards are a better approach.

A panel of industry and government representatives discussed "international dynamics" in cyber policy making at the U.S. Chamber of Commerce's fourth annual "cybersecurity summit" on Tuesday.
