As cyber deterrence debate heats up, global norms could play key role

The White House and Congress are inching closer to detailed discussions on how the United States will deter adversaries in cyberspace – and although much remains to be determined, a recent pact by world leaders in the Group of 20 could be a key part of the puzzle.
