CRS: Justice Dept. faces challenges getting industry to seek cyber investigations

Much of the private sector does not automatically reach out to federal law enforcement in the aftermath of a data breach, instead turning to private cybersecurity firms to attribute and remediate cyber intrusions, a new Congressional Research Service report says.
